Terms of Reference of Trinidad and Tobago National Committee on Reparations

The Trinidad and Tobago National Committee on Reparations (TTNCR) is required by its Terms of Reference to do the following:

  1. Contribute to the Caribbean Reparations Committee mandate of developing an adequate information database, formulating a conceptual program for reparations and implementing a regional strategy for the pursuit of reparations from former colonizers for the historical crimes of native genocide, the Trans-Atlantic slave trade and chattel slavery. TTNCR will accomplish its mission through pursuit of the following activities and initiatives:
    • Historical and legal research

    • Research and documentation of the trans-generational psychological and cultural impacts of native genocide, the Trans-Atlantic slave trade and chattel slavery

    • The development and use of quantitative indices to assess the damages sustained impacts of native genocide, the Trans-Atlantic slave trade and chattel slavery by the peoples of Trinidad & Tobago and continuing effects of native genocide, the Trans-Atlantic slave trade and chattel slavery

    • National public education and awareness campaigns

    • The identification of suitable persons drawn from a wide cross-section of the population to champion the cause of reparations

    • The establishment of partnerships with relevant Civil Society organizations and other stakeholders locally

  2. Provide information and make recommendations to the Government of Trinidad and Tobago on all aspects of reparations;
  3. Report to the Government of Trinidad & Tobago on the work of the Committee;
  4. Collaborate with other NCR’s throughout the region on research, work programmes, strategies and all issues relevant to the success of the reparations movement;
  5. Contribute to the development of the moral, ethical and legal case for the payment of reparations
